From 7 May 2026, payment institutions and e-money firms must comply with the FCA’s strengthened safeguarding framework under CASS 15, introduced by PS25/12. The revised regime raises expectations around D+1 segregation, reconciliation accuracy, diversification, resolution pack readiness and independent audit assurance. Firms holding relevant funds under the Payment Services Regulations 2017 and Electronic Money Regulations 2017 must demonstrate robust governance, operational discipline and clear oversight.
